Open enrollment for your Health Care and Dependent Daycare Flexible Spending Accounts (FSAs) begins November 1, 2023 and ends November 15, 2023.
What's Changing
New Plan Year Coming!
This upcoming FSA period is different than previous years. It will run only for six months—from January 1, 2024 through June 30, 2024.
Beginning July 1, 2024, we’re changing the FSA plan year to be the same as the medical insurance year—July 1 through June 30.
FSA Open Enrollment FAQs
What the shortened FSA plan year means to you
- The maximum amount you can contribute to the Accounts during the upcoming shortened (six-month) plan year will be half of the IRS annual contribution limit.
- During benefits open enrollment in the spring of 2024, you can elect FSA contributions up to the full annual IRS limit(s) for the July 1, 2024 through June 30, 2025 plan year.
- You will not have a grace period after the end of the shortened plan year to incur or submit claims past June 30, 2024; ASI Flex must receive all of your claims by June 30, 2024 for them to be considered for payment.

What You Need to Do
If you currently participate in one or both FSAs and would like to continue your participation for the upcoming shortened plan year, you MUST re-enroll via Workday.
If you would like to begin participating in one or both FSAs for the upcoming shortened plan year, you must enroll via Workday.
If you don’t want to participate in the FSAs for the January 1, 2024 through June 30, 2024 shortened plan year, you don’t need to take any action. Workday will default FSA coverage to “waive”.

FAQs about the FSA Plan Year Change
Since the upcoming FSA plan year will be shortened, can I change my medical plan coverage effective January 1, 2024?
No—you cannot change your medical plan coverage effective January 1, 2024. The next time you can change your medical plan coverage is during the spring 2024 open enrollment period, for coverage effective July 1, 2024 (unless you have a qualifying status change before then).
What’s the deadline for submitting eligible FSA expenses and getting reimbursed for the current FSA plan year?
For the plan year ending December 31, 2023, you can incur eligible expenses through March 15, 2024, and file for reimbursement until March 31, 2024.

Unclaimed funds will be forfeited.
What’s the deadline for submitting eligible FSA expenses and getting reimbursed for the upcoming shortened FSA plan year?
For the January 1, 2024 - June 30, 2024 plan year, you can file for reimbursement until June 30, 2024.
There is no reimbursement grace period for the upcoming shortened plan year.

If I contribute the full allowable amount for the upcoming short plan year, can I still contribute the full amount starting July 1?
Yes.
If I don’t enroll in an FSA plan for the short plan year, can I still enroll this spring for the full plan year starting July 1?
Yes. Even if you don't enroll in an FSA for the January 1 - June 30, 2024 plan year, you can enroll for the July 1, 2024 - June 30, 2025 plan year. However, if you enroll in the HSA medical plan, you won't be able to enroll in the health care FSA.
Can I contribute to a Health Savings Account (HSA) in 2024 if I am participating in a Health Care FSA for the upcoming shortened plan year?
Although you may not contribute to an HSA for January 1, 2024 through June 30, 2024, you may elect the HSA medical plan and elect to contribute to an HSA during the spring 2024 open enrollment period for coverage starting July 1, 2024, provided you do not elect to contribute to the Health Care FSA during spring open enrollment.
