For HSA ENROLLEES:
HealthEquity HSA Account Fee Information
A few questions have come up regarding fees appearing on new HealthEquity HSA accounts. Please review the information below to help avoid unnecessary charges.
- Additional HSA Debit Card Fee – $5.00
- The first three (3) HSA debit cards are provided at no cost.
- Any additional debit cards (including cards ordered for dependents or replacements for lost cards after the first three) will incur a $5.00 fee per card.
- Paper Statement Fee – $1.50
- During HealthEquity Member Portal registration, paper statements are selected by default due to banking regulations.
- To avoid the $1.50 paper statement fee, select electronic statements during registration.
- If you did not select electronic statements, you may contact HealthEquity Customer Service to request a one-time fee reversal. You will also need to update your statement preference in your account settings to prevent future paper statement fees.
- Paper Check Reimbursement Fee – $2.00
- If you reimburse yourself for eligible expenses by paper check (instead of using your HSA debit card), a $2.00 fee will apply.
- To avoid this fee, set up direct deposit to receive reimbursements electronically.
- Prior Account Administrative Fee – $3.95
- If you previously had a HealthEquity HSA with a remaining negative balance, you may see a $3.95 administrative fee appear on your new City of Tucson HSA account.
- If you have already contacted HealthEquity Customer Service to request a reversal, there is nothing left to do. For those who have not requested the reversal, HealthEquity was able to make a global reversal for all enrollees that showed a $3.95 administrative fee after the City contribution/payroll deduction was applied to your HSA account on July 21st.

CIGNA REMINDERS
MotivateMe Gift Card Redemption
If you qualified for any MotivateMe gift cards, by completing any wellness program preventive services by June 30, 2026, please log into myCigna.com, click on the “Wellness & Incentives” tab, scroll to the bottom and review the “Incentives earned for xxxxx’. If you have gift cards to redeem you will see a note “You have X Debit Cards dollars to redeem. Redeem awards” All gift
cards must be redeemed by September 30, 2026.
HSA Bank HSA Account New Debit Cards, Transfers and Monthly Service Fee
All HSA Bank HSA accounts have been changed to “free agent” accounts which means they are no longer tied to the City of Tucson Cigna/HSA Bank contract. New HSA debit cards have been issued and mailed to home addresses in the first 2 weeks of August. Your old Cigna HSA debit card(s) is still active and can be used until your new HSA debit cards are activated.
If you plan to transfer your funds from your HSA Bank HSA account to your HealthEquity HSA account, you must start the process prior to August 31, 2026 or you will be charged the $3.00 monthly service fee on September 1, 2026.
